Creston Community Schools District-Wide Cell Phone/Personal Electronic Device Policy
In accordance with Iowa state law establishing a ban on cell phone use in K-12 public schools, Creston Community Schools establishes the following uniform policy governing student possession and use of personal electronic devices, including but not limited to cell phones, smartphones, smart watches, tablets, and other communication devices.
Rationale
Research demonstrates that personal electronic devices can disrupt the learning environment, reduce student focus and engagement, and contribute to academic dishonesty and cyberbullying. This policy aims to create a consistent, distraction-free learning environment while teaching responsible digital citizenship.
General Requirements (All Grade Levels PK-12)
Prohibited Times/Locations:** Personal electronic devices may not be used, seen, or heard during school hours (7:30 a.m.-3:30 p.m.), passing periods, or in restrooms/locker rooms. Devices must be powered off (not just silenced) from the beginning of the school day until dismissal.

Storage Requirements:
K-4 Students: Devices must be powered OFF and stored in backpacks/bags.
5-8 Students: Devices must be powered OFF and stored in lockers.
9-12 Students: Devices must be powered OFF and stored in lockers.

Allowable Use Circumstances:
Teacher-directed educational activities with explicit administrative approval
Students with documented medical requirements
Emergency situations as determined by school administration

Emergency Communications:
Parents/guardians needing to contact students during school hours must call the school office.
Students needing to contact parents/guardians during school hours must use school phones with permission.
Enforcement and Consequences (classified as Level 6: Technology Violation)
