Hazard Communication Compliance

The Creston Community School District has taken measures to identify all chemical substances on the premises. Identification of the substances was completed with the assistance of NIOSH/OSHA publications: Occupational Health Guidelines (#81-123); NIOSH/OSHA publication Pocket Guide to Chemical Hazards (780210); and/or manufacturer's MSDS sheets. A list of chemicals has been generated and cross-referenced by names found on the respective MSDS sheets and by common names referred to by employees. These chemicals have been classified as hazardous in whole or in part according to OSHA regulations.

Instructional Fee Waivers

Students whose families meet the guidelines for free and reduced price meals, the Family Investment Program (FIP), transportation assistance under open enrollment, or who are in foster care are eligible to have their student fees waived or partially waived. Students whose families are experiencing temporary financial difficulty may be eligible for a temporary waiver of student fees. Parents or students who believe they may qualify for temporary financial hardship should visit with Amber Tate at the Food Service Office and sign the waiver form. This waiver must be completed annually.

Level I Investigator

If a student, school district employee or other member of the school district community believes a child has suffered abuse, which shall include sexual and physical abuse, by a school district employee in the course of their employment, it should be reported to the designated investigator immediately. Please contact your building administrator for specific names and contact information.

MSDS (Materials Safety Data Sheets) Procedures

The Creston Community School District inspects incoming shipments as they arrive on the premises

to determine whether or not a MSDS sheet has been received for each chemical substance. The Maintenance Director is responsible for this procedure. The Presence of Asbestos within District Buildings

The Institute for Environmental Assessment was requested by the Creston Community Schools to review and prepare an asbestos management plan identifying the presence of asbestos within District school buildings.

The Institute's federally certified inspectors, planners, public health and engineering consultants worked in conjunction with school administrative personnel to identify asbestos-containing building products. Asbestos is a mineral fiber associated with increased levels of disease when inhaled. The risk rating procedures which the Institute used in commenting on the asbestos were developed in conjunction with national experts in the area of industrial medicine, toxicology, industrial hygiene and engineering. After reviewing the characteristics of District buildings, we prepared a management plan for each building, a copy of which is maintained at the central district office and also in the administrative office for each major building describing the asbestos plan and the intended response.

Asbestos is dangerous only when it is broken loose from building material into fine, dust-like fibers and inhaled. Assuming the District maintains its operations and maintenance procedures and, if asbestos is to be removed or abated, that such removal is done under carefully controlled conditions, the asbestos should not represent a detectable risk to any building occupant. The District implemented its management plan as of July 9, 1989, and have conducted a periodic surveillance of all asbestos-containing building materials identified in that plan. This periodic surveillance is conducted to provide a continuous assessment to assure safety conscious management of asbestos- containing materials. In addition to the periodic surveillance the district occasionally has an abatement project which we must identify.

The detailed plan and updated information for each building, or for the entire District, is open to public review and is located in the office of each building. If you have any questions, please contact the District's Business Manager, Billie Jo Greene, 782-7028.

This is an annual notice required by the Federal Environment Protection Agency through the Asbestos Hazard and Emergency Response Act.

Notice: Corporal Punishment, Restraint, and Physical Confinement and Detention

State law forbids school employees from using corporal punishment against any student. Certain actions by school employees are not considered corporal punishment. Additionally, school employees may use “reasonable and necessary force, not designed or intended to cause pain” to do certain things, such as prevent harm to persons or property.

State law also places limits school employees’ abilities to restrain or confine and detain any student. The law limits why, how, where, and for how long a school employee may restrain or confine and detain a child. If a child is restrained or confined and detained, the school must maintain documentation and must provide certain types of notice to the child’s parent.

If you have any questions about this state law, please contact your school. The complete text of the law and additional information is available on the Iowa Department of Education’s web site: www.iowa.gov/educate.
